AFTW Meeting 9 Feb 2011 at SDL FSDO.

There was one school represented, two DPE, FAAST Team and one Ops Inspector.

  • The Radio Station KCKY continues to be used for holds, tracking and arcing. Because of the high volume of VFR traffic and published approaches in the area AFTW has recommended we discontinue use of this unpublished procedure.
  • A reminder that the NPRM on requiring Photographs on Pilot Certificates will close for comments in the middle of Feb. Consider adding any comments or reactions to the comments already posted for this action. The NPRM can be accessed at the FAA.gov home page or regulations.gov. The Docket Number is FAA-2010-1127.     1. Discussed the upcoming Luke SATR.
    2. Provided depiction of lateral and vertical boundaries of the SATR.
    3. Will be published with May 6th Chart Cycle
    4. Each sector is outlined in dashed Blue, DIFFICULT to see at first
    5. Presentation will be posted to AFTW Site
  3. Greg Blunk – KIWA Tower
    1. April 20th, Disaster day drill at KIWA – Ground will be busy
    2. Closed portions of taxiway’s B, N, A and P will reopen on Friday April 9th.
    3. Runway 30L will be partially closed April 12th and 13th during daylight hours.
    4. Tower hours may change to 0500L-0000L.
    5. Air Traffic Communications
    6. Pilots must read back callsign & runway hold short assignment.

    1. Procedures for KCGZ GPS 23 & ILS/VOR 05 approaches when winds favor Runway 23.
    2. What frequency to use when holding at AYZUT for the GPS 23 into KCGZ.
    3. FSDO has stated pilots should utilize Unicom at AYZUT. General disagreement with this policy from flight schools vs being on practice frequency, concern on safety. Aircraft (AYZUT) is in heart of practice area.
    1. June 3rd, EAGLE 4 departure will change at Falcon Field. Will become a graphical ODP named the MESA 1 departure.
    2. Discussed Fighter Combat’s use of 131.375 for air to air communication. They will be contacted so information can be provided on where exact details of their acrobatic box is located.
    3. Falcon Field Open House will be held Saturday April 17th.
    4. Next meeting date to be Wednesday June 2nd, 2010. Probably SDL, but confirming

Luke Air Force Base

February 10, 2010

  1. Luke Air Force Base Special Air Traffic Rule (SATR)
    1. Will become effective May 6, 2010, on the next VFR charting cycle publication date
    2. The SATR dimensions were discussed
    3. Two-way radio communication must be established prior to entry and while operating within the SATR area for VFR traffic
    4. The SATR has been determined to be necessary for safety
    5. The SATR will be active from Monday to Friday during daylight hours
    6. The SATR may be activated on other days and at other times by NOTAM
    7. It is expected that various ATIS broadcasts will alert airspace users of the SATR status

    • KLUF
    • KGEU
    • KGYR
    1. Two telephone lines are forecast to provide information about the status of the SATR as well
    2. Frequency 118.15 to be used when north of Luke runways
    3. Frequency 125.45 to be used when south of Luke runways
    4. Luke requests aircraft identification, location, and altitude from the pilot in the initial radio transmission
  1. Some noise complaints were generally discussed
  2. Reported near midair collision with model aircraft operated from Rittenhouse on the east side of KIWA
  3. Noise abatement at KFFZ was discussed
    1. Airport management requests flight training operations be avoided from 2200 to 0600 local at KFFZ
    2. Runway 4L is the preferred training runway
