AFTW Meeting 9 Feb 2011 at SDL FSDO.

There was one school represented, two DPE, FAAST Team and one Ops Inspector.

  • The Radio Station KCKY continues to be used for holds, tracking and arcing. Because of the high volume of VFR traffic and published approaches in the area AFTW has recommended we discontinue use of this unpublished procedure.
  • A reminder that the NPRM on requiring Photographs on Pilot Certificates will close for comments in the middle of Feb. Consider adding any comments or reactions to the comments already posted for this action. The NPRM can be accessed at the FAA.gov home page or regulations.gov. The Docket Number is FAA-2010-1127.
  • FAAST reminds us that in addition to the pilot proficiency program when you sign up you can also receive notices, some TFR alerts and other information. Recent one is Maintenance Safety Tip Feb 2011. These can be found on the FAAST site Library.
  • There was a comment about some increased model aircraft activity in the vicinity of DVT (5NM NE at Cave Buttes R/C Field) 19 and 20 Feb. The comment indicated that some models might climb as high as 1000AGL.
  • Special Airworthiness Information Bulletin (SAIB) CE 11-17 provides information on Va in light of NTSB recommendations and could be used as a way to amplify pilot understanding and use of the speed in critical situations.
  • One PTS task that is sometimes a point on confusion is the Minimum Equipment List. 14CFR91.205, 14CFR91.213 and AC 91.67.   • Logbook endorsements for ground instruction and recommendations for practical tests need improvement. From among others see AC 61-65E, 14CFR61.189, 61.423, 61.65, 61.96, 61.97, 61.103, 61.105 61.123, 61.185, 61.307, 61.405, 61.407.Also newer procedures for 14CFR61.129 applicants need to have instructor endorsement any time the applicant is performing duties of PIC with an authorized instructor in lieu of solo. The instructor logs PIC for this time as an authorized instructor required by the section.
  • The DPEAG has some new bulletins (posted at AZDPEAG.org) subjects include qualifying a Light Sport Aircraft, Checklist Use, Steep Spirals, Lazy 8’s. These and others there provide some considered information about procedures from various publications.
  • Lake Havasu (HII) has developed an airport and area information chart attached below to these notes.
  • Procedures have changed to the Class B transitions (http://www.dvtpilot.com/PDF/LETTERTOAIRMEN11-011.pdf ) in part due to changes to the go around procedures at PHX. PHX has also implemented visual decent procedures to the airport allowing arriving aircraft to do a continuous decent without stepdown.
  • Space has been reserved at the FSDO for a next meeting on 13 Apr 2011 from 9 to 11. The flight training organizations have in the past been important participants and can be well-served by this workgroup. A lead or contact person from the flight training community may be able to reinvigorate the group.
