Here is an update from IWA Tower Manager Casey Giddens, which just came in this afternoon:
“Update.

After much consideration and careful review of the processes in place, it was unanimously agreed upon by the (Taxiway Victor Reconstruction Project) SRMP to eliminate restrictions on practice instrument approaches during this construction project.

PREVIOUSLY, practice Instrument Approach procedures were going to be NA (Not Authorized) due to construction at IWA. Here is the notice that went out via FAAST representatives and others in the aviation community earlier this week:

Beginning Tuesday, September 3, 2013, reconstruction of taxiway Victor is set to begin at Phoenix-Mesa Gateway Airport
(KIWA) Arizona which is anticipated to last 160 days.
Beginning 9/3/2013 adjustments at the airport will include:

  • No practice instrument approaches
  • No helicopter pattern traffic to Taxiway’s Alpha or Bravo
  • Helicopters may not depart from or land to taxiway Whiskey
  • All turbojet aircraft landing RY30L, expect to roll to end (exit at Golf)
