Just because it’s legal, doesn’t make it safe. Luke Air Force Base is trying to raise pilot awareness of their operations and Mid-Air Collision Avoidance (MACA) in the Gladden and Bagdad MOAs.  Luke is flying high-speed, aerobatic fighter training missions with multiple aircraft in the MOAs.  Recently, they have been having to discontinue and delay their training missions due to VFR congestion in the area.  Their aircraft operating costs are as high as $52,000/hour per airplane.  They have very kindly asked that the flight training community try to avoid the MOAs.  Attached is a PDF (Luke AFB MACA Pamphlet PDF) from Luke that explains what they do around the Phoenix area.
